De Davos a Buenos Aires : la creación del emprendedorismo como política educativa

Abstract

Since the beginning of the 21st century, the promotion of the “entrepreneurial spirit” of citizens became a public policy proposal that has been transferred to the field of education. In Argentina, these proposals were mainly promoted by the PRO government in the City of Buenos Aires. This paper reconstructs the global dimension of entrepreneurship and accounts, on the one hand, for its construction as an educational policy in “global networks” in which international organizations participate, together with actors from the business world and civil society. On the other hand, it shows the intertwining with the local context and the way in which global phenomena influence, but do not determine, the ways in which governments design policies.
