Abstract

This article aims to describe and characterize the science and technology policies for scientific and technological production carried out by researchers in Higher Education Institutions in 2020, particularly in public universities. To this end, the subject was approached using a qualitative methodology, with the aim of providing data in a given context, taking into account the use of various bibliographical sources and statistical data. First, a brief overview of the National Science and Technology Sector (SNCyT) (1950-2019) is presented. Secondly, specific data are presented that give an account of the state of research and technological development (R&D) work of researchers at public universities.
